Dear Mr. Bobby- Thanks for posting our latest report, The Binational Option. The study focused on bilateral agreements between US states and districts and other governments. While it is true that many Filipino teachers enter the United States on J-visas, they do so through the much larger program unilaterally managed by the US State Department and a number of private recruiters. As you correctly point out, there have been reports of human-rights abuses by some of these recruiters. Among other aims, our report shows how bilateral management between governments in origin and destination countries can prevent some of these abuses. Best, Michelle
