Mr. Adolfo Paglinawan Anti-Graft Crusader Philippines Dear Mr. Paglinawan: Without a Grand Jury and Trial Jury System, no amount of Ed Panlilio will be able abate jueteng in his province, much less in the entire Philippines. Kindly peruse my 3 attachments to this message for the right solution to reform this benighted government. Election alone, no matter whom the Filipino people will elect to the presidency, the rotten governments we had since the time of Manuel Quezon through the GMA era will remain the same for sure and 110% could even get worse.
