My father (Concepcion P. Bernacil) served honorably in the US Navy during WWII. He was on the USS Indianappolis that was torpedoed & sunk in 1945 by the Japanese. He was one of the survivors. He died in 2002 & my mother passed away in March 2010. He deserved this stipend, but he no longer is with us, nor is his widow. Do his heirs qualify for this one-time payment?
