Thank you for letting me know. Good that you informed me about it, as I did not know of it.
I think that it is a spoof by Jessie Farrales of Chicago.
It should be good for a few laughs. But the year is wrong: not 2008 but 2010 and the country is also wrong. It is not the United States of America (USA) but the United States of Bicolandia (USB).
