Evacuation orders in the cities of Carlsbad, Chula Vista, Del Mar and Solana Beach have been lifted as of early tonight (6:30 p.m., Pacific standard time) as the threat of fires in these areas appeared to have subsided. Residents of Julian, however, are being advised to prepare to evacuate.

SAN DIEGO - The threat of fire has somewhat eased late Tuesday (Oct. 23) afternoon as government authorities lifted all evacuation notices within the cities of Chula Vista, where a large Filipino population lives, Solana Beach and Del Mar.
Also lifted is the voluntary evacuation advisory for the City of Carlsbad, south of Palomar Airport road. There are no mandatory or voluntary evacuation orders in effect for the City of Carlsbad.
"Residents who evacuated are allowed to return to their homes," said a government advisory sent to the Philippine Village Voice.
Residents of Julian, however, are being advised to prepare to evacuate.
Incidents of looting and the arrest of looting suspects were reported in the fire affected areas, prompting San Diego County District Attorney to issue a warning that would-be looters looking to profit in the wildfires will be vigorously prosecuted.
County officials also reported that local law enforcement and the National Guard are securing evacuated neighborhoods to reduce the incidence of looting, which is prosecuted as second-degree robbery if committed during a state of emergency. Second-degree robbery is a felony crime punishable by up to three years in state prison.County offices update
Officials said all County offices will be open tomorrow, Wednesday October 24, with the exception of the following:
· Nine County Libraries will be closed: 4S Ranch, Del Mar, Fallbrook, Julian, Potrero, Ramona, Rancho San Diego, Rancho Santa Fe and Valley Center. The remaining 23 branches will be open from 10:00 a.m. till 5 p.m.
· The Assessor/Recorder/County Clerk’s branch office locations in Kearny Mesa, Chula Vista, San Marcos and El Cajon will remain closed. The main ARCC office at the County Administration Center in downtown San Diego will remain open.Some County offices will be operating with limited staff available since many County employees have been diverted to assist in fire recovery effort.

A consular team headed by Vice Consul Jim Tito San Agustin will be going to San Diego tomorrow to visit the evacuation sites thereat and assist the Filipino nationals affected by this disastrous fire. They will also meet with some officials to coordinate evacuation. Filipino organizations arercencouraged to contribute in any way they can to help alleviate those affected by the ongoing tragedy. Vice Consul Edward Yulo coordinates the Disaster Relief Response.
