There is a plan being floated by a Philippine-government official of imposing taxes on the (foreign) income of Overseas Filipinos, especially those who chose to retain their Philippine citizenship by becoming "dual citizens." This idea is certainly a dumb one.
Here are some more "dumb" ideas on generating more taxes for the Philippine-government coffers.
In June 2004, I wrote in my then column, DAILY BREAD, in the www.PinoyOnBoard.com of New York, this "crazy idea" of taxing immorality. BREAD was the acronym of "Bobby Reyes' Essay or Article for Discussion."
I wrote then: "Perhaps the country must also tax illicit relationship in the same manner that the government imposes the so-called 'sin taxes' on liquor and tobacco products. Perhaps if movie actors and actresses were to be levied half of their pay in hosting television shows or acting in movies, there will be less flagrant display of immoral affection on the idiot box. Perhaps the government must impose a hefty tax on (the father of) children born out of wedlock, especially the children fathered by members of the clergy that practice celibacy. Because in most cases, the government ends up spending scarce resources in educating, and providing medical care to, these children from illicit relationship."

Come to think of it, the Philippine government should impose a penalty tax on the excess weight of Philippine-government officials and employees. If this were done, then perhaps there would be no need to require police officers and other law-enforcement officers to go on a forced diet and do more exercise. The tax rates can be based on an "X" amount of pesos for every extra pound of weight (as per the ideal ratio between height and weight).
Perhaps the Philippine government should impose also taxes on the used American books sent by the California-based foundation, Books for the Burgis, oops, Books for the Barrios, and other foreign donors. The taxes then can be used to publish out-of-print Filipino books written by Filipino authors. I suggest that donated American children's books that teach "A is for apple; S is for snow, etc." should be taxed twice the rate, so as to use the additional tax in showing to Filipino children what an apple is or what snow looks like by buying real apples and manufacturing snow.
I will ask Poet-pundit Fred Burce Bunao his opinion about this topic. Perhaps we can publish his "dumb," if not dumber (sic) ideas on generating more tax revenues for the Philippine government. # # #

As I told you many times before, I might be irreverent but certainly not irrelevant to the issues affecting our homeland.
On the other hand, perhaps we can tax the "stupidity" of the Filipino government officials, based on a thousand pesos per dumb decision or proposal.
