T he proposal about the "Institute of International Debt and Development (I2D2)” was sent again to President Gloria Macapagal-Arroyo (PGMA) in an e-mail coursed through her Press Secretary Jesus Dureza on Nov. 24, 2008. The proposal to revive the “Emergency Employment Administration (EEA)” of then President Diosdado Macapagal was included in the same e-mail sent to Secretary Dureza. The I2D2 proposal – when implemented right and if approved by the United States and the other foreign creditors of the Philippines – can wipe out the homeland’s foreign indebtedness in 10 to 15 years. The revived EEA proposal – if devoted strictly to reforestation – can be the biggest contribution of the Philippines in the fight against Global Warming.
Here is the reproduction of the letter sent to Secretary Dureza – for transmittal to his boss, PGMA:

Dear Secretary Dureza:
As you will probably hear in the foreseeable future, the undersigned is one of the members of a core group that is organizing an (Overseas-Filipino Workers) OFW-led political alliance of several smaller national political and regional parties in the Philippines in conjunction with the May 2010 national elections. Chances are that I will be fielded as a candidate for a national position in 2010. Our political alliance will include in its economic platform the following proposals:
1.0 The full settlement of the foreign loans of the Philippines in 10 to 15 years.
1.1 The proposal has actually been sent to the Office of the President since the presidency of Mrs. Corazon Aquino, as documented in the following articles published in the I2D2 - Debt and Development section of the www.mabuhayradio.com.

1.2 We sent the said proposal to Her Excellency, President Gloria Macapagal-Arroyo, on Sept. 25, 2003, about our suggested idea on how the Philippines may be able to pay its foreign loans in 10 to 15 years. 1.3 Can you please ask Her Excellency, PGMA, why nobody in her Administration has evaluated our proposal, which is actually based on the idea of James Robinson III, the former chairman of American Express?
1.4 In fact, if the I2D2 can be set up as an international organization, Her Excellency, PGMA. may be tapped to head it, as her term of office expires on June 30, 2010.
2.0 We sent also in 2003 a proposal to Her Excellency, President Arroyo, on how to revive the "Emergency Employment Administration" project of her father, then President Diosdado Macapagal, but which would be limited to a massive national reforestation priority project, as the primary tool of the Filipino people's fight against global warming. The said proposal also did not merit any reply.

2.2 Perhaps the public may start to wonder why Her Excellency, PGMA, does not apparently want to copy a pet project of her father, then President Diosdado Macapagal -- in spite of our presentation.
We look forward to the press conference, which you will be holding on Wednesday night, Nov. 26, 2008. Perhaps, you may want to provide us the answers for the reluctance of the Arroyo Administration to listen to positive and apolitical proposals from Overseas Filipinos in their quest to help in nation-building activities.
