My wife is a Filipina RN and I was never in the Navy. Subic Bay closed in 1991 so the author is talking about conditions from 16 years ago. Statisically speaking vets make more than non-vets and have a higher level of education than non-vets so the idea sailors can't find decent jobs for the rest of their lives simply isn't rooted in fact.
