F ilipino caregivers are among the recipients of a new policy change announced by Immigration Minister Jason Kenney on Thursday in Ottawa. "It's an early Christmas gift," says Ms. Faye Arellano, an advocate of one of the largest Filipino caregivers groups in the Greater Toronto Area.
