T here are other sources of funding for Social Security, Medicare and universal-healthcare coverage aside from the suggested share from Lotto winnings. All that is needed is a new batch of federal legislation signed into law by the President.

Since the IRS collects also taxes from casino winners (of huge jackpots to modest winnings), perhaps part of the collection can be channeled to support Social Security and healthcare benefits of minimum-wage workers, students, non-working senior citizens and the handicapped, the homeless and other marginalized citizens.

Perhaps states and the federal government can also share the excise taxes that they collect from the sale of petroleum products.
All of these will be discussed in follow-up articles.
